The ’surge is working’ or ‘money talks’? When the ‘bribes’ stop, is the ‘chaos’ back?

The US Army has roughly 60,000 Iraqi tribesmen (mercenaries) on its payroll.

The US taxpayer is funding:
1. Its own troops.
2, The Iraqi ’security forces’
3. Private ’security companies’ (Blackwater, etc)
4. Iraqi tribesmen.
5. And God (and Bush) only knows who else
When the ‘bribes’ stop coming, is the ’surge is working’ over?
I reckon that most Iraqis (Sunni and Shiite) are just waiting for the day the US withdraws to really have a go at each other.

There’s not enough money, not enough bribes, and not enough malleable sources, therefore the surge is actually working. Iraq must have a strong enough, stable enough government to protect the country before U.S. withdrawal.
